I am studying in Germany myself and even though there is no tuition fees in Germany, I understand the need for a scholarship. The scholarship applicability depends on whether you are doing bachelors or masters.

University events: There are various events in the German university, you might be working it. There are representatives for every scholarship, one can just go up to them and ask for information and the application process.
University Councillor: If you are willing to apply for a scholarship, there are career counselling options available, one can directly set an appointment with them and ask them for help and get all the necessary information.
Most of the scholarships are based on your academic scores. Therefore, it is an extremely important to get good score during the university and pre-university education.
There are selected scholarships that are granted on the basis of your financial status and one can get necessary amenities like tablet, laptop or other necessary equipment relevant to the studying course.
I would like to emphasis on this again, getting a good score is extremely important.
